Social problems versus social responsibility?

Describe both themes. How might social policy decisions based on these themes vary?

Social problems versus social responsibility?
Social problems are the rather inconsistencies of human behaviors. I:E- They are things/actions/reactions/ that a persons own self is responsibl for-Their behavior and the way they react to someone dumping them or being shoved in an already tight elevator or going after the clerk at walmart because she woulnt give you a refund-Or even hitting a parked car and leaving without notifying the person whose car it was. You see what Imean? Now social responsibility is the actions that society feels we should take up, IE-like helping omeless people, protesting at a rally, running for president or gov office. We the people have a soial responsibility to uphold the law, help our neighbors, vote and so on...Hope this helps!
