I currently receive U.S. Social Security retirement benefits. I also worked in France for 7 years for a private French company and paid into the French Social Security system, thereby entitling me to benefits, Would receiving such benefits from France subject me to the U.S. Social Security Windfall regulations and therefore have all or part of the sums paid by France withdrawn from my US monthly benefits? If so, is there a minimum amount after which this would apply (e.g. all earnings from French Social Security over XXX Dollars per month)? This whole issue does not seem fair as I paid into the French system just as I paid into the US system. Thank you.

Go ask the social security office. Fair has nothing to do with it. These are government programs run by rules and regulations.
These government programs take money from one person and give it to another. There is nothing fair about that.
